The Government of Nagaland on November 15, 2025, issued notification on Enforcement of the Telecommunications (Right of Way) Rules, 2024 in the State of Nagaland.
The Ministry of Communications, Department of Telecommunications (DoT), Government of India has notified the Telecommunications (Right of Way) Rules, 2024 under the provisions of the Telecommunications Act, 2023. These Rules are mandatorily applicable across all States and Union Territories and are intended to bring uniformity in the Right of Way (RoW) framework by digitizing, streamlining, and expediting the approval process for the establishment and expansion of telecommunication infrastructure.
In pursuance of the above and in accordance with the resolution adopted by the State Broadband Committee (SBC) in its meeting held on 11 February 2025, the Government of Nagaland has formally notified that the Telecommunications (Right of Way) Rules, 2024 shall prevail in the State. The Rules shall be enforced retrospectively with effect from 1 January 2025, ensuring seamless alignment with the national regulatory framework.
As a consequence, any provisions contained in the earlier “Guidelines for Granting Right of Way (RoW) for Installation of Telecom Infrastructure in the State of Nagaland, 2019” dated 2 December 2019, as well as its subsequent Amendment dated 30 September 2024, which are inconsistent with or contrary to the Telecommunications (Right of Way) Rules, 2024, shall stand superseded to the extent of such inconsistency.
All concerned State Departments, District Authorities, Urban Local Bodies, and other stakeholders are directed to strictly comply with the Telecommunications (Right of Way) Rules, 2024. Henceforth, all applications related to Right of Way for telecommunication infrastructure shall be submitted, processed, and approved exclusively through the mandated digital platform, as prescribed under the said Rules, to ensure transparency, efficiency, and timely approvals.
