The Ministry of Communications, on December 30, 2025, issued a notification amending the Post Office Regulations, 2024 under Section 13 of the Post Office Act, 2023. The amendments are notified through the Post Office (Sixth Amendment) Regulations, 2025 and shall come into force from January 1, 2026, with prior approval of the Central Government.
Through these amendments, the Department of Posts has omitted references to “small packets” from multiple provisions, including Regulations 22, 107, 112, 128, 138, and 143, as well as corresponding references in Schedules III and IV. Further, Regulation 107 has been revised to clarify that, in international post, “parcel post” shall include international air parcels, thereby aligning the regulatory framework with current operational practices.
Additionally, certain tables and entries in Schedule III have been modified or omitted, including the removal of Table III and specific serial entries, and substitution of surface mode references with air mode along with applicable surcharge. These changes streamline postal regulations, simplify classification of postal articles, and modernise international postal service provisions.
