Finance & Taxation ComplianceThe Ministry of Finance (MoF) on December 30, 2025, notified regarding the amendment to the Anti-Dumping Duty on Hot Rolled Flat Steel Products from Vietnam.

The following has been stated namely: -

• The Government has amended the existing anti-dumping duty notification on imports of hot rolled flat products of alloy or non-alloy steel (tariff headings 7208, 7211, 7225, and 7226) originating in or exported from Vietnam, following the final findings of the DGTR dated 13 August 2025.

• The designated authority had concluded that dumped imports caused injury and threat of further injury to the domestic industry, leading to the imposition of anti-dumping duty vide Notification No. 32/2025-Customs (ADD) dated November 12, 2025.

• Since a safeguard duty has now been imposed on the same goods under Notification No. 02/2025-Customs (SG) dated December 30, 2025, the amendment provides that the anti-dumping duty payable shall be reduced by the amount of safeguard duty, if any.

• Accordingly, a new Note 3 has been inserted clarifying that the net anti-dumping duty shall be the amount specified in the table minus the applicable safeguard duty, issued under Section 9A of the Customs Tariff Act, 1975, read with the Anti-Dumping Rules, 1995.
