The Directorate General of Civil Aviation (DGCA), on January 21, 2026, issued Civil Aviation Requirements (CAR), Section 7 – Flight Crew Standards, Training and Licensing, Series ‘B’, Part XIX, Issue III, prescribing standardized requirements for undergoing endorsement (type rating) training on aeroplanes used for Scheduled, Non-Scheduled and General Aviation operations. The CAR is issued under Rule 133A of the Aircraft Rules, 1937, with reference to Rule 41, which mandates proof of flying experience and successful completion of tests/examinations for grant of licences and ratings.
The CAR applies to all pilot licence holders undertaking type rating training at Approved Training Organisations (ATOs) in India or in any ICAO Contracting State, and to operators holding ATRP approvals. It lays down basic guidelines to standardize and streamline endorsement training, ensuring compliance with relevant rules and existing CARs, including CAR Section 7, Series ‘G’, Part I (July 1999) for recognition of foreign licences. The CAR also specifies that pre-requisites must be met by both trainee pilots and ATOs/operators before commencement of training.
With the issuance of this CAR, the requirement of obtaining a No Objection Certificate (NOC) from the Flight Standards Directorate (FSD) of DGCA is dispensed with, simplifying the approval process. The CAR is effective forthwith, and comments/suggestions have been invited up to 20 February 2026, to be submitted to the designated DGCA officer.
