Industry Specific ComplianceThe Ministry of Road Transport and Highways (MoRTH) on January 21, 2026, issued the Central Motor Vehicles (Third Amendment) Rules, 2026, to further amend the Central Motor Vehicles Rules, 1989.

The following has been stated namely: -

• Rule 21 which states “Powers of licensing authority to disqualify” the following clause has been inserted namely: -

“(25) Commission of five or more offences or contraventions of the provisions of the Act or these rules, in a period of one year commencing on and from the 1st January, 2026:

Provided that no offence or contravention recorded in any previous one-year period shall be taken into account for determining offences or contravention in any subsequent one-year period.”

• Rule 167 which states “Procedure for issuance and payment of challan” has been substituted namely: -

“(1) Any police officer in uniform or any other officer, authorised by the State Government in this behalf shall issue a challan, through system either in physical or electronic form, to a person acting in violation of the provisions of the Act, or rules made thereunder”

This shall come into force on January 21, 2026.
