The Andhra Pradesh Capital Region Development Authority (APCRDA), on January 23, 2026, issued a notification permitting the use of Aadhaar authentication and e-KYC services under Section 7 of the Aadhaar Act, 2016, for beneficiaries availing benefits under the Land Pooling Scheme (LPS) and Negotiated Settlement Policy (NSP). This measure aims to streamline identity verification, enhance transparency, and ensure efficient delivery of benefits.
Under the notification, beneficiaries are required to undergo Aadhaar-based authentication or furnish proof of Aadhaar possession to receive scheme benefits. In cases where Aadhaar has not yet been assigned, alternative identification documents and enrolment acknowledgements are permitted, with specific provisions for children, adults, and persons under legal guardianship. APCRDA is also tasked with facilitating Aadhaar enrolment and updates through coordination with registrars or by setting up enrolment centres.
The notification further provides exception-handling mechanisms to ensure that genuine beneficiaries are not denied benefits due to authentication failures, including the use of offline Aadhaar verification methods and alternative IDs. It also mandates wide publicity of the Aadhaar requirement and periodic review and audit of cases where benefits are extended under exceptions, safeguarding inclusivity while maintaining accountability.
