The Telecom Regulatory Authority of India (TRAI), on January 23, 2026, released a consultation paper titled “Review of Tariff for Domestic Leased Circuits (DLCs)” under its powers conferred by section 11(2) of the TRAI Act, 1997. The consultation aims to review the existing ceiling tariff framework for DLCs, last revised through the TTO (57th & 58th Amendment) of 2014, in light of current market conditions and technological developments.
The consultation seeks stakeholders’ views on rationalising DLC ceiling tariffs to promote transparency, competition, and equitable access across regions and user categories. It also takes into account the evolution of DLCs as managed services, including both point-to-point and VPN-based circuits, with defined service parameters such as bandwidth, uptime, and latency.
The consultation paper follows a pre-consultation issued on April 29, 2025, and incorporates stakeholder inputs along with TRAI’s further analysis. The paper has been placed on TRAI’s website, and stakeholders have been invited to submit written comments by February 22, 2026.
