Industry Specific ComplianceThe Department of Agriculture, Govt. of Himachal Pradesh on January 06, 2026, issued the Himachal Pradesh Universities of Agriculture, Horticulture and Forestry Rules, 2026.

The following has been stated:

• The Rules govern the appointment of Vice-Chancellors of Chaudhary Sarwan Kumar Himachal Pradesh Krishi Vishvavidyalaya, Palampur, and Dr. Y.S. Parmar University of Horticulture and Forestry, Solan.

• The Vice-Chancellor is appointed by the Chancellor on the advice of the State Government, based on recommendations of a Search-cum-Selection Committee, which submits a panel of three names to the Government. 

• The Search-cum-Selection Committee is chaired by the Chief Secretary and includes nominees of ICAR, the Chancellor, the State Government, and an expert in agriculture/horticulture/veterinary sciences, each with a minimumof  15 years’ experience. 

• Eligibility requires the candidate to be a distinguished academician with at least 10 years’ experience as Professor (or equivalent), high integrity, administrative experience, preferably in allied agricultural sciences, and about 20 years of service in agricultural research/services.

• The term of office of the Vice-Chancellor is three years, extendable once for another three years, subject to a maximum age of 65 years, with service conditions not to be altered to the appointee’s disadvantage. 

• The Vice-Chancellor shall exercise powers and perform duties as prescribed under the Act, Statutes, and directions of the State Government issued from time to time.
