Industry Specific ComplianceThe University Grants Commission (UGC) on January 29, 2026, notified regarding the TRAI initiative on Rating of Properties for Digital Connectivity Framework.

The following has been stated:

• The Telecom Regulatory Authority of India has introduced a framework for the rating of Properties for Digital Connectivity to assess and improve indoor digital infrastructure, recognizing that a majority of mobile data usage occurs indoors. 

• Notified in October 2024, the framework provides a performance-based star rating system to evaluate digital connectivity readiness across properties such as residential and commercial complexes, public buildings, transport hubs, and educational institutions. 

• The assessment covers parameters like fiber readiness, indoor mobile signal strength, Wi-Fi enablement, rooftop access, and network availability, and is conducted by TRAI-registered Digital Connectivity Rating Agencies (DCRAs). 

• Emphasizing the importance of robust digital infrastructure in universities and colleges, TRAI has encouraged Higher Education Institutions to adopt this rating system to benchmark connectivity, promote future-ready campuses, support digital learning and research, and enhance transparency for students and faculty.
