The Central Board of Indirect Taxes and Customs (CBIC) on February 01, 2026, issued a circular regarding the Onboarding of CDSCO, WCCB, Textile Committee and Meity on SWIFT 2.0 as Single Touch Point for Trade.
The Board, vide Circular No. 29/2025-Customs dated November 21, 2025, had announced the launch of SWIFT 2.0 with the objective of onboarding more than 60 Partner Government Agencies (PGAs) in a phased manner and providing a single touch point for EXIM clearances. In the first phase, AQCS, PQMS and FSSAI were onboarded on a pilot basis, and unified applications along with consolidated data fields and document requirements were finalised. At present, AQCS is live for NOC processing at all ports, PQMS at Delhi, and FSSAI at notified FSSAI ports including Delhi and Kolkata, to obtain stakeholder feedback.
To further expand the scope of SWIFT 2.0, it has been decided to onboard CDSCO and WCCB. Accordingly, consolidated lists of data fields, document codes and declarations for these PGAs have been finalised after inter-ministerial consultations with the Ministry of Health & Family Welfare and the Ministry of Environment, Forest and Climate Change. In addition, to harmonise and streamline filing of Licences, Permits, Certificates, Other Documents (LPCOs) and NOCs issued by various PGAs, new document codes have been created and mapped for consumption under SWIFT 2.0, along with updates to certain existing document codes.
Further, MeitY and the Textile Committee have been integrated into SWIFT 2.0. Certificates such as Concessional Rate of Customs Duty Certificates (CCDC) and CRO exemption certificates issued by MeitY will be digitally generated and integrated with the Bill of Entry, eliminating the need for physical submission. Textile Committee test reports will be accessible on the SWIFT dashboard for both importers and Customs officers, with provision for online payment of prescribed fees. PGA officers of AQCS, CDSCO and WCCB have also been collocated on the Customs IT infrastructure under SWIFT 2.0 to reduce dwell time and avoid separate document submission. Five PGAs, namely FSSAI, AQCS, PQMS, WCCB and CDSCO, are proposed to be fully integrated by March 31, 2026, while all PGAs will be onboarded in a phased manner by March 31, 2027. Field formations have been advised to issue suitable Trade/Public Notices to sensitise stakeholders for correct and complete filing under SWIFT 2.0.
