The Ministry of Electronics & IT (MeitY) on February 02, 2026, notified regarding the India–EU Sign Administrative Arrangement on Advanced Electronic Signatures and Seals
The Ministry of Electronics and Information Technology (MeitY), Government of India, and the Directorate-General for Communication Networks, Content and Technology (DG CONNECT) of the European Commission signed an Administrative Arrangement on Advanced Electronic Signatures and Seals on January 27, 2026. The arrangement was signed by the Secretary, MeitY, and the Director-General, DG CONNECT, and will be implemented by MeitY through the Controller of Certifying Authorities (CCA) in accordance with the provisions of the Information Technology Act, 2000 and the existing legal and regulatory framework in India.
The arrangement establishes a framework for cooperation on the interoperability of electronic signatures, electronic seals and Public Key Infrastructure (PKI) systems, consistent with the laws of India and the European Union. It aims to strengthen India–EU digital cooperation by promoting secure, trusted and legally reliable electronic signatures and seals for cross-border digital transactions and trade.
Under this cooperation, India and the European Union propose to link their respective trusted lists of recognised service providers, enabling easier validation of electronic signatures and seals issued in both jurisdictions. This initiative lays the foundation for deeper future cooperation and is expected to facilitate paperless execution of contracts, invoices and compliance documents, thereby reducing transaction time and costs, particularly for MSMEs, while enhancing trust and legal certainty in India–EU digital trade.
