The Telecom Regulatory Authority of India (TRAI) on January 23, 2026, issued a Consultation Paper on review of Tariff for Domestic Leased Circuits (DLCs).
The following has been stated: -
•Domestic Leased Circuits (DLCs) are dedicated, secure telecom links used by enterprises and government bodies for reliable, high-speed data connectivity across sectors like banking, IT, healthcare, and education.
•They are provisioned through technologies such as fiber, copper, wireless, and potentially satellite, with fiber-based DLCs now dominant due to scalability and performance.
•In India, NLDOs and Access Service Providers, including PSUs and private operators, with varying service quality and pricing, currently provide DLCs.
•TRAI earlier recommended allowing ISPs to provide DLCs/VPNs to improve reach, especially in Tier-2, Tier-3, and rural areas, which has been incorporated in Draft Telecom Rules, 2025.
•The consultation seeks stakeholder views on the likely impact on competition and tariffs if ISPs are permitted to offer DLCs in the future.
Stakeholders are invited to submit written inputs/comments on the Consultation Paper by February 22, 2026.
