Industry Specific ComplianceThe Haryana Agriculture and Farmer Welfare Department (HAFWD), on January 20, 2026, notified the mandatory use of Aadhaar authentication for establishing the identity of beneficiaries availing incentives under the Bhavantar Bharpayee Yojana (BBY), a horticulture scheme funded from the Consolidated Fund of the State of Haryana, in accordance with section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016.

The notification requires beneficiaries to undergo Aadhaar authentication or furnish proof of possession of Aadhaar; where Aadhaar has not been assigned, enrolment is mandatory. Detailed alternative identification mechanisms have been prescribed for children and adults without Aadhaar, including use of Enrolment ID (EID) along with specified identity, age, and guardianship documents. The Department is also mandated to facilitate Aadhaar enrolment and updates through coordination with UIDAI registrars and enrolment centres, and to adopt offline verification and exception-handling mechanisms in cases of authentication failure.

It is further clarified that no child shall be denied benefits due to lack of Aadhaar or authentication failure, subject to verification of identity and relationship with parent or legal guardian, with proper record-keeping and audit. The notification also directs wide publicity of Aadhaar requirements and lays down remedial measures for biometric or OTP authentication failures.
