The Ministry of Agriculture and Farmers Welfare (MoA&FW) on February 03, 2026, notified the Plant Quarantine (Regulation of Import into India) (Second Amendment) Order, 2026, further to amend the Plant Quarantine (Regulation of Import into India) Order, 2003.
The following has been stated: -
•Entry added under S.No. 687 for Mitragyna speciosa (Kratom Leaves). Covers dried leaves for processing imported from Uganda. No additional declarations required in the Phytosanitary Certificate. Imports must be free from soil, quarantine weed seeds, and other plant debris.
It shall come into force on February 04, 2026.
