EHS ComplianceThe Ministry of Environment, Forest and Climate Change (MoEFCC) on February 05, 2026, launched Digital Portal for Issuance of Certificates of Origin for Cultivated Medicinal Plants.

The National Biodiversity Authority (NBA), under the Ministry of Environment, Forest and Climate Change (MoEFCC), has developed and operationalised a dedicated digital portal for the electronic issuance of Certificates of Origin to stakeholders seeking Access and Benefit Sharing (ABS) exemptions for cultivated medicinal plants. The portal operates as a single-window, end-to-end online system for application processing and certificate issuance, accessible at https://absefiling.nbaindia.in/

Following the enactment of the Biological Diversity (Amendment) Act, 2023, and the subsequent notification of the Biological Diversity Rules in 2024 and 2025, the digital framework has been introduced to operationalise the amended provisions. The Rules address procedural requirements for various stakeholder groups, including the AYUSH sector, seed sector, and research institutions, and enable electronic generation of Certificates of Origin for cultivated medicinal plants through the designated digital platform.
