The Ministry of Chemicals and Fertilizers (MoCF) on February 06, 2026, notified regarding the Bulk Drug Park Scheme.
The Scheme for Promotion of Bulk Drug Parks, approved by the Cabinet on March 20, 2020, aims to reduce the cost of bulk drug manufacturing by establishing three Bulk Drug Parks with world-class common infrastructure and economies of scale. The Central Government provides financial assistance up to ₹1,000 crore per park or 70% of the project cost of Common Infrastructure Facilities (90% for North-Eastern and Hilly States), with a total outlay of ₹3,000 crore for the period FY 2020–2021 to FY 2026–2027. The scheme supports creation of shared facilities such as effluent treatment, waste management, utilities, logistics, laboratories, safety systems, and centres of excellence.
Significant progress has been made in the approved parks. In Gujarat, civil and utility-related tenders for key infrastructure including roads, water systems, CETP, solvent recovery, and TSDF have been awarded and execution is at an advanced stage. In Andhra Pradesh, infrastructure works for roads, power, water, and drainage are progressing, fencing is complete, external water pipelines are being installed, and environmental clearance for additional land was granted in January 2026. In Himachal Pradesh, works on roads, drainage, bridges, and water infrastructure are underway, while tenders for zero liquid discharge facilities and steam systems have been floated.
No Bulk Drug Park has been approved in Tamil Nadu under this scheme; however, the Government is promoting pharmaceutical and medical device manufacturing in the State through other initiatives. Under the Scheme for Promotion of Medical Devices Parks, one park is being developed at Kanchipuram, Tamil Nadu, with substantial progress in construction and unit allotment. Additionally, Tamil Nadu has benefited from multiple Production Linked Incentive (PLI) schemes covering bulk drugs, pharmaceuticals, and medical devices, with several approved projects and manufacturing units located in the State, supporting investment, diversification, and self-reliance in the sector.
