The Department of Education, Govt. of Goa on February 05, 2026, issued the Equivalence Certificate for Grade 10 for persons with intellectual disabilities Scheme.
The following has been stated:
• The scheme aims to grant an equivalence certificate for Grade 10 (SSC level) to persons with intellectual disabilities to enable them to pursue further skill-based education, wage employment, or self-employment, thereby promoting economic independence and self-reliance.
• Eligibility criteria include: persons with intellectual disability having an IQ of 70 or below; completion of three years of structured training; assessment through the Comprehensive Assessment Tool (CAT); undergoing an Individualised Vocational Training Programme (IVTP) in a Special/Inclusive/Integrated School; minimum age of 15 years; and residence in Goa for at least five years.
• The assessment process consists of an internal evaluation in two parts. Part A covers areas such as personal care and safety, communication skills, social-emotional maturity, cognitive and motor skills, work-related academics, sex education, and self-advocacy. Part B focuses on workplace behaviour. Candidates shall secure at least 80% in the assessment.
• Upon achieving the required score, individuals must undergo a three-month internship in vocational areas such as housekeeping, office support, packing and handling, and kitchen/hospitality. They shall again secure a minimum of 80% in the IVTP assessment (conducted by internal and external examiners). Successful candidates are issued a final marksheet/certificate by the Goa Board.
• Overall, the scheme formalizes an alternative certification pathway for persons with intellectual disabilities, linking education, vocational training, and employability.
