The International Financial Services Centres Authority (IFSCA), on February 06, 2026, issued Public Comments on Regulatory Framework for Dematerialisation of securities by entities in the IFSC jurisdiction.
The following has been stated namely:-
• The consultation paper seeking comments/suggestions from the public on the draft Regulatory Framework for Dematerialisation of securities by entities in the IFSC jurisdiction was issued by IFSCA on October 27, 2025. The following comments/suggestions were received:
• Comments/Suggestions along with revised Clause in line with the suggestion:- Depository in IFSC shall submit a compliance report to IFSCA by October 31, 2026 confirming the completion of migration by IFSC entities within the prescribed timelines.
• Detailed rationale along with supporting information:- It is suggested to add a clause detailing the consequences for non-compliance, as that will encourage timely migration and report submission.
• Comments/Suggestions along with revised Clause in line with the suggestion:- Request to extend timeline up to July 31, 2026, instead of March 31, 2026, to migrate securities to the depository in IFSC from domestic depositories in India.
• Detailed rationale along with supporting information:- To provide sufficient time to the shareholders to open a demat account in IFSC who already have dematerialised holdings of shares with the domestic depositories in India.
