Industry Specific ComplianceThe Government of Madhya Pradesh on January 30, 2026, issued an amendment to the Madhya Pradesh Sand (Mining, Transportation, Storage and Trading) Rules, 2019.

The following has been stated namely: -

• Rule 7 which states “Determination of initial base price (upset price)” shall be substituted, namely: -

The initial base price (upset price) of that group shall be 250 times (in rupees) of the sum total of available sand quantity (in cubic meters) separately in all the mines included in the tender of the group:

Provided that calculation of initial base price of the group, on the basis of estimation of demand of sand, quantity different from the sum total of quantity of all mines may also be determined”

• Rule 16 which states “Surrender of Group” has been substituted namely: -

“(1) Application for the surrender of sand group may not be made till the period of one year from the date of execution of agreement. The Mine Developer cum Operator may submit application for surrender of group after prescribed period by giving notice of minimum three months from the date of surrender to the Corporation:

Provided that application of surrender shall be accepted only on payment of all the dues and non controversial amount of the State Government and Corporation by the Mine Developer cum Operator and approval of the State Government for the surrender. On incompletion of said conditions the concerned contract shall be deemed to be cancelled under the provisions of rule 15”
