The Central Pollution Control Board (CPCB) on February 04, 2026, issued Draft Standard Operating Procedure for Expeditious Disposal of applications for Grant of Consent & Authorization by SPCBs/ PCCs, adoption of a proactive approach for ensuring compliance with environmental laws/norms/regulations by SPCBs/PCCs, and creating a web-portal for redressal of grievances and also to upload the information regarding the same by them.
The following has been stated: -
•NGT directed CPCB to frame an SOP ensuring time-bound, transparent, and technology-driven disposal of CTE, CTO, and authorization applications by SPCBs/PCCs.
•MoEF&CC guidelines (2025–26) introduce a single-step consent and authorization process with fixed timelines (30–90 days depending on industry category and application type).
•Delayed applications must be reviewed by a State Level Monitoring Committee, which can take decisions, examine causes of delay, and recommend disciplinary action.
•CPCB has developed UCAMS, an online portal for unified consent management, public disclosure of pendency, grievance redressal, and proactive environmental compliance monitoring.
