The Labour and Factories & Boilers Department, Govt. of Rajasthan on February 03, 2026, issued the Draft Rajasthan Occupational Safety, Health and Working Conditions Rules, 2026.
The following has been stated:
• The Draft Rules have been framed to regulate the safety, health, and working conditions of workers in establishments across Rajasthan. The Rules lay down detailed provisions regarding registration and licensing of establishments, contractors, and engagement of contract labour, inter-State migrant workers, and other categories of workers covered under the Code.
• The Rules prescribe standards relating to workplace safety, health, and welfare measures, including ventilation, lighting, cleanliness, drinking water, sanitation, first-aid facilities, canteens, crèches, and welfare officers in specified establishments. They also provide for the appointment of safety officers, the constitution of safety committees, medical examination of workers, maintenance of registers and records, and reporting of accidents and dangerous occurrences.
• Specific provisions are included regarding working hours, overtime, leave with wages, weekly rest, and employment conditions for women workers. The Rules also detail procedures for issuance, renewal, amendment, and revocation of licences for contractors and factories, along with digital filing and maintenance of records through online systems.
• Further, the Draft Rules specify duties of employers, contractors and occupiers in ensuring compliance with occupational safety standards, and prescribe penalties and procedural compliance requirements in line with the OSH Code, 2020.
• Overall, the Rules aim to operationalise the central Code at the State level by creating a structured compliance, safety, and welfare framework for workers in Rajasthan.
