The Municipal Council Nalagarh (MCN), on September 17, 2025, issued a notification finalizing the “Municipal Council Nalagarh Erection, Exhibition, Affixation of Advertisement and Hoarding Bye-Laws, 2025” under Sections 202 and 217 of the Himachal Pradesh Municipal Act, 1994. The draft bye-laws were earlier published for public objections in Divya Himachal and Punjab Kesari newspapers on June 26, 2025, and as no objections were received within the stipulated 15-day period, the bye-laws have been notified and published in the Rajpatra (Extraordinary), Himachal Pradesh.
The bye-laws regulate erection, exhibition, and affixation of advertisement hoardings within the jurisdiction of Municipal Council Nalagarh. Written permission from the Sr. Executive Officer is mandatory for installation of any hoarding, including on private land and vehicles, except for government advertisements highlighting official achievements. The provisions lay down detailed procedures for application, grant of permission, fee payment, display conditions, time-bound validity, and removal obligations.
The framework further prescribes restrictions on size, location, and placement of hoardings, prohibits installations in heritage, restricted, or environmentally sensitive areas, and provides for penalties, compounding of offences, summary trial by the Special Judicial Magistrate, and recovery measures including disconnection of civic amenities for non-compliance. Earlier related regulations stand repealed, with savings for actions taken thereunder.
