The Government of Uttar Pradesh on September 25, 2025, approved to promulgate the “Uttar Pradesh Electronics Component Manufacturing Policy–2025 (UP-ECMP 2025)”. The Policy shall remain effective for a period of six years from April 1, 2025. The notification has been issued by the IT & Electronics Department, Government of Uttar Pradesh.
The Policy aims to position Uttar Pradesh as a leading global hub for electronics component manufacturing and to strengthen the vision of Atmanirbhar Bharat. Leveraging the State’s established Electronics Manufacturing Clusters (EMCs) in Noida, Greater Noida and YEIDA, along with strategic infrastructure such as the Jewar International Airport and the Delhi-Mumbai Industrial Corridor (DMIC), the State seeks to promote export-oriented manufacturing and strengthen supply chain ecosystems. The Policy functions as a complementary scheme to the Electronics Component Manufacturing Scheme (ECMS), 2025, notified by the Ministry of Electronics and Information Technology (MeitY), Government of India.
Key objectives of the Policy include attracting global and domestic investments, promoting self-reliance in critical components such as PCBs, display modules and lithium-ion cells, generating skilled and semi-skilled employment, strengthening the local supply chain, and encouraging innovation, R&D, startups and MSMEs. The State will provide top-up/additional incentives over and above the incentives offered by MeitY, thereby creating a highly competitive investment environment. The Policy targets establishing Uttar Pradesh as a major electronics component manufacturing hub by 2030, with an ambition to facilitate production worth USD 50 billion in electronics products over the coming years.
