The Government of Uttar Pradesh on December 18, 2025, notified regarding the Online Issuance of Petrol/Diesel Retail Outlet Certificates and Licences through the Nivesh Mitra Portal.
The following has been stated:
• The order streamline and make the process for issuance of No Objection Certificates (NOCs) and licenses required for the establishment of petrol/diesel retail outlets in the State. Under this order, the Departments of Food, Civil Supplies & Consumer Protection, and other relevant authorities will integrate their portals with the Nivesh Mitra investment portal so that all necessary certificates and licensing approvals can be obtained online through a single platform.
• Oil companies intending to set up petrol/diesel retail outlets will submit applications along with required documents, such as a Letter of Intent and layout plans via the Nivesh Mitra portal. Once applications are submitted and verified through this integrated system, district authorities are directed to issue the necessary certificates and licences within prescribed timelines.
• This initiative aligns with the Government of India’s “Business Reform Action Plan” and Ease of Doing Business reforms by reducing procedural delays, improving inter-department coordination, and providing a transparent, time-bound online approval mechanism for investors and oil sector applicants in Uttar Pradesh.
