The Office of the District Collector and District Magistrate, Kushavati District (Goa) on February 09, 2026, issued Prohibition on use of Indoor Fireworks/Pyrotechnics.
The Superintendent of Police, Kushavati District, reported that the use of fireworks, pyrotechnic devices, sparklers, flame or smoke effects and similar equipment inside indoor or enclosed premises during events poses a serious and imminent risk to life, property, public safety and public tranquility. The report highlighted the increased risk of fire outbreaks, smoke accumulation, stampede-like situations, injuries and obstruction to safe evacuation.
Based on this report and being satisfied that immediate preventive action is necessary, the District Magistrate, Kushavati District, in exercise of powers under Section 163 of the Bharatiya Nagarik Suraksha Sanhita, 2023, has prohibited the use, ignition or operation of such fire or smoke-generating devices inside tourist establishments and indoor venues across the district. This includes nightclubs, bars and restaurants, hotels, guesthouses, resorts, beach shacks, temporary structures, and other event or entertainment venues.
The prohibition applies to all organisers, event managers, individuals, institutions and establishments. However, it does not apply to recognised religious shrines such as temples, churches, mosques and gurudwaras, where traditional lighting or ritual practices are carried out as per customary norms. In exceptional cases, prior written permission may be granted by the District Magistrate or an authorised officer upon submission of a detailed safety and risk-mitigation plan.
As individual service of notice is not feasible, the order has been issued ex-parte and will be published through the press, social media and official notice boards. The order comes into force from February 09, 2026 and will remain in operation for 60 days unless withdrawn earlier. Violation is punishable under Section 223 of the Bharatiya Nyaya Sanhita, 2023, and designated authorities have been empowered to take action and initiate legal proceedings in case of breach.
