The Municipal Council Nerchowk on February 04, 2026, issued the Nerchowk Municipal Council (Registration and Control of Pet Dogs) Bye-laws, 2025.
Procedure for Registration of Dogs
• Registration of pet dogs older than 3 months is mandatory within the jurisdiction of the Municipal Council, Nerchowk from the date these bye-laws come into force.
• The owner must register the dog by 1 April each year or within 7 days of the dog’s arrival, using the prescribed form (Annexure-A).
• One-time registration fee: ₹500 per dog, along with:
• Two recent photographs of the dog, and
• A valid vaccination certificate from a Government Veterinary Practitioner or one registered with the Indian or State Veterinary Council.
• Annual licence fee: ₹500 per dog.
• Fee exemption: Blind persons keeping a dog solely for guidance are exempt from the registration fee.
• After registration, a metal token is issued to be attached to the dog’s collar.
• Duplicate token fee: ₹500 if the original token is lost or destroyed.
• Registration remains valid for the dog’s entire lifespan; the owner must inform the authority immediately if the dog dies.
• A family may keep a maximum of two dogs.
• Any registered dog found roaming freely may be seized and kept at a designated facility.
• Any unregistered pet will be treated as a stray.
Duties and responsibilities ofthe owners.-
• The owner of the pet dog shall be responsible for the controlled breeding, immunization, neutering and licensing in accordance with the provisions of these Bye-Laws.
• Any dog not wearing metal ticket or registration in accordance with clause 3 of these Bye-laws may, if found in any public place be removed and will be liable to be dealt under the orders of the Veterinary Public Health Officer, Municipal Council, Nerchowk, if not claimed within 7 days by the owner.
• For the purpose of these bye-laws any person in possession or in charge of the dog, during the absence of the real owner within the limits of M.C. Nerchowk, shall be deemed to be the owner of the dog.
• It shall be mandatory for each owner to carry disposable bags during the time when the dog is put on Municipal streets.
• The owner of the dog shall not allow the dog to defecate in public places such as residential areas, green belts, parks, streets, roads, road beams and other common places etc. In case the dog defecates at the above specified places, the owner shall arrange to get the excreta of the dog removed from the said place at his own level. No owner shall allow the dog to defecate near the residences of other persons, his/her neighbors to his/her/their annoyance.
