Labour ComplianceThe Government of Nagaland on December 15, 2026, introduced the Online System for Registration and Licensing.

The following has been issued:

• Introduction of Online System for Registration and Licensing:

With effect from the date of notification, all processes relating to registration, approval, licensing and renewal under the following Acts shall be carried out through the official online system available at https://labour.nagaland.gov.in:

o Factories Act, 1948 (Interim phase)

o Shops & Establishments Act, 1986 (Mandatory from date of issue)

• Mode of Submission & Issuance:

o Applications, supporting documents and fee payments shall be made online.

o Certificates and licenses shall be issued electronically.

o Digitally issued certificates shall be treated as legally valid for all official and inspection purposes.

o No physical/manual applications shall be accepted, except in exceptional cases with written approval of the competent authority.

• Interim Operational Framework:

Pending the framing and notification of the Nagaland Factories Rules under the Factories Act, 1948, the above online system shall operate as an interim facilitation mechanism for factory-related applications.

Applicants may submit applications, documents and fee payments through the online system. Digital acknowledgements and licenses shall be issued through the system.

• Pilot Implementation:

The online system shall first be implemented in the districts of Peren, Phek, Longleng and Kiphire for a period of three (3) months from the date of this notification.

• State Wide Rollout:

State wide roll-out shall be undertaken based on successful evaluation of the pilot phase or upon completion of three (3) months, whichever is earlier.

• Awareness & Support: The Department shall conduct training, awareness and help-desk support for stakeholders to facilitate smooth adoption of the online system.
