The Reserve Bank of India (RBI) on February 13, 2026, issued draft Amendment Directions pursuant to the Statement on Developmental and Regulatory Policies dated February 6, 2026, inviting public comments on proposed changes relating to lending to Real Estate Investment Trusts (REITs) and Infrastructure Investment Trusts (InvITs).
The draft directions include proposed amendments to various regulatory frameworks applicable to Commercial Banks, Small Finance Banks, and All India Financial Institutions, covering credit facilities, concentration risk management, and financial statement presentation and disclosures. The proposals aim to permit commercial banks to extend finance to REITs, subject to prudential safeguards including regulatory exposure ceilings. Existing guidelines on lending to InvITs are proposed to be harmonised with those for REITs, considering similarities in structure and risk profile.
Stakeholders, regulated entities, and members of the public have been invited to submit comments on or before March 6, 2026, either through the ‘Connect 2 Regulate’ section on the RBI website or via email, as specified in the draft documents.
