The Government of Uttar Pradesh on December 30, 2025, issued the Uttar Pradesh Private Universities (Third Amendment) Bill, 2025, further to amend the Uttar Pradesh Private Universities Act, 2019.
This shall take effect from September 08, 2025.
The following has been amended:
• The amendment inserts a new entry in Schedule-2 after Serial No. 49, thereby formally establishing Bodhisatva University, Barabanki, Uttar Pradesh, with Bodhisatva Charitable Trust, Lucknow as its sponsoring body.
• The bill also grants the State Government a “power to remove difficulties” provision, enabling it to issue Gazette notifications to make necessary adaptations (modifications, additions, or omissions) to facilitate the establishment of the University. However, such power can be exercised only within two years from the commencement of the Amendment Act, and every such order shall be laid before both Houses of the State Legislature.
• Further, the amendment repeals the Uttar Pradesh Private Universities (Third Amendment) Ordinance, 2025.
