Commercial ComplianceThe Ministry of Road Transport and Highways (MoRTH) on February 13, 2026, notified the All India Tourist Vehicles (Permit) Amendment Rules, 2026, to amend the All India Tourist Vehicles (Permit) Rules, 2023.

The following has been stated: -

•Rule 2(1) has been amended to substitute the reference from “rule 5” to “rule 3” in clause (b) and replace the full stop with a semicolon in clause (f).

A new clause (g) has been inserted, defining “unpaid user fee” as the toll payable for use of a National Highway section that is recorded electronically but remains unpaid under the National Highways Act, 1956, and related rules.

•In rule 3, in sub-rule (2), after the words “Transport Authority”, the words “of the State where the tourist vehicle to which the application relates is registered” shall be inserted.

They shall come into force with effect from April 01, 2026.
