The Government of Telangana on February 11, 2026, issued notification regarding the Implementation of QR-Based Reflective Marking System for Vehicle Night Visibility in Telangana.
Authorities in Hyderabad and across Telangana are directed to implement a road-safety measure to improve vehicle visibility at night.
The Government of Telangana issued orders (G.O.Ms.No.60, 12-09-2025) mandating a QR-based Management Information System (MIS) for fixing reflective tapes and rear marking plates on vehicles where such markings are required under Rules 104 to 104(E) of the Central Motor Vehicles Rules, 1989.
Applications were invited from eligible Original Equipment Manufacturers (OEMs) to carry out this work.
Selected OEMs have now been officially empanelled to install reflective tapes and rear marking plates with QR-based MIS on applicable vehicles registered in the state.
The Transport Department in Telangana has laid down a structured workflow to implement the QR-based system for affixing reflective tapes and rear marking plates on vehicles mandated under Rules 104 to 104(E) of the Central Motor Vehicles Rules, 1989. Empanelled OEMs, through authorised dealers/applicators at Transport Department offices, will install the reflective materials along with a self-destructive hologram bearing the Transport Department logo and a unique QR code. After proper installation, an Affixation Certificate must be issued with detailed information including product details, vehicle photographs, warranty of at least two years, and certificate validity linked to the warranty period.
Inspecting Authorities will verify authenticity by scanning the QR code on the reflective material or the Affixation Certificate, which will display complete vehicle and installation details through the QR-based MIS. Vehicles required to have reflective markings will not be granted or renewed Fitness Certificates unless QR verification is completed, except for a limited three-month exemption for recently fitted compliant materials. Certificates issued for incomplete or improper affixation will be treated as invalid, and the fitness approval system will block certification without successful verification.
Strict price regulation and compliance monitoring are also mandated. Dealers and OEMs must charge only the approved rates, which include installation and certification costs, and must display the price chart prominently. Any overcharging or violation of conditions may result in cancellation of authorisation, removal from empanelment, and other penalties. The system will also be integrated with Transport Department software to share limited vehicle details with empanelled OEMs and capture affixation records for verification purposes.
The mandatory QR-based verification system will come into force from February 20, 2026, after which verification will be compulsory for issuing or renewing Fitness Certificates. All Transport Department officials, including those in Hyderabad, have been directed to strictly implement and widely publicise these instructions to ensure compliance by vehicle owners.
