The Labour Department, Govt. of Madhya Pradesh on March 02, 2026, notified regarding the compliance with statutory registration and licensing provisions in the engagement of contract labour/outsourced employees by departments, divisions, and corporations.
The following has been stated:
• The circular states that many government departments, boards, corporations, and especially construction agencies are engaging contract labour and outsourced employees through contractors or agencies. In several cases, it has been observed that the registration of the principal employer and licensing of contractors is not completed on time, mainly due to a lack of procedural knowledge or failure to inform the labour office about the work order in time.
• To ensure legal compliance and protection of workers’ interests, departments are advised to review the registration status of establishments employing 50 or more contract workers, ensure contractors possess valid licences before issuing work orders, share copies of work orders with the labour office, verify completion of registration and licensing formalities, and confirm statutory compliance before commencement of work.
• In case of any procedural or technical difficulty, officials may seek guidance from the regional labour office or Assistant Labour Commissioner.
