TRAI Releases Draft Amendment on Telecom Commercial Communication Preferences

Industry Specific ComplianceThe Telecom Regulatory Authority of India (TRAI) on March 13, 2026 released the draft Telecom Commercial Communications Customer Preference (Third Amendment) Regulations, 2026 for public consultation. The proposal seeks to amend the framework established under the Telecom Commercial Communications Customer Preference Regulations, 2018 to further strengthen measures against unsolicited commercial communications.

TRAI stated that the existing regulations issued in 2018, and subsequently amended in 2018 and 2025, were introduced to curb the menace of Unsolicited Commercial Communications (UCC) by establishing a regulatory mechanism for commercial communication through telecom networks. Based on stakeholder feedback and developments such as AI-based detection systems implemented by major access providers, the authority has proposed certain amendments and additional provisions to enhance the effectiveness of the regulatory framework.

The draft amendment has been placed on the TRAI website for stakeholder consultation, inviting written comments by April 12, 2026 and counter-comments by April 27, 2026. TRAI has requested stakeholders to submit their responses in the specified format via email.
