The Ministry of External Affairs (MoEA) on March 12, 2026, issued the Prevention and Suppression of Terrorism (Implementation of Security Council Resolutions) Second Amendment Order, 2026, further to amend the Prevention and Suppression of Terrorism (Implementation of Security Council Resolutions) Order, 2007.
This shall come into effect from March 13, 2026.
The following has been stated:
• The amendment aims to align India’s framework with updates made to the UN Security Council sanctions list. The amendment primarily revises Annexure-I (Schedule) relating to designated terrorist individuals by updating their identifying details such as names, aliases, nationality, and other particulars.
• It substitutes certain entries, including individuals associated with Al-Qaida, such as Aiman Muhammed Rabi Al-Zawahiri and Hamza Usama Muhammad Bin Laden, to reflect the latest UN listings.
• These updates ensure effective implementation of UN-mandated measures like asset freeze, travel ban, and arms embargo against the listed persons.
The detailed order is given below.
