The Government of India on March 13, 2026 introduced a bill to amend the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013. The proposed legislation, titled the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (Amendment) Act, 2025, aims to strengthen safeguards related to agricultural land and food security in the land acquisition process.
The bill proposes to amend Section 10 of the Act by inserting new provisions that prohibit the acquisition of irrigated multi-cropped agricultural land located in districts or regions notified as climate-vulnerable. Such areas would be identified based on scientific assessments considering risks such as drought, floods, salinity ingress, desertification, or other climate-related threats affecting agricultural productivity, with periodic review of the notified regions every five years.
Additionally, the amendment introduces a requirement for a Food Security Impact Assessment before acquiring agricultural land, to evaluate the potential effects on agricultural output, food supply chains, soil and water sustainability, and livelihoods dependent on agriculture. The bill also mandates a post-acquisition review within five years to assess the actual impact on food production and security, with the findings to be placed before Parliament or the relevant State Legislature.
