The Government of Himachal Pradesh, on October 29, 2025, issued the Nagar Panchayat Kandaghat Erection, Exhibition, Affixation of Advertisement and Hoarding Bye-laws 2025.
The following has been stated:
1. Definitions -This section explains important terms used in the bye-laws:
o Act: Refers to the Himachal Pradesh Municipal Corporation Act, 1994.
o Applicant: Any person or organization applying for permission to place advertisements or hoardings on government, semi-government, or private buildings/land.
o Authorized Officer: An officer authorized by the Nagar Panchayat or its Secretary.
o Hoarding: Any advertisement displayed on land, buildings, structures, vehicles, or through cinematography.
o Place: Locations approved by the Corporation for installing hoardings.
o Permission: Approval granted by the Secretary or authorized officer.
o Special Judicial Magistrate 1st Class: The magistrate having jurisdiction over the Nagar Panchayat area.
2. Prohibition of Advertisement without Written Permission
No advertisement or hoarding can be erected, displayed, or retained in the municipal area (including private property) without written permission from the Secretary. Government advertisements showing achievements of the Central or State Governments are exempt from this rule.
3. Renewal of License
The License shall be renewed automatically after expiry of the period of the license on deposit of the requisite/ prescribed license fee by the applicant. The license shall be renewed without any late fee and extra document within one month after expiry of the license. The license shall be renewed with a penalty of 50% of the license fee within the next one month and after that period the license shall be renewed with the penalty @ 10/- per day and Rs.500/- as compounding fee. In that case a fresh Trade license shall be required to be issued.
