The Nagar Panchayat Kandaghat, Govt. of Himachal Pradesh on October 29, 2025, issued the Nagar Panchayat Kandaghat (Registration and Control of Pet Dogs) Byelaws, 2025.
This shall come into force from March 13, 2026.
The following has been stated:
• The bye-laws aim to regulate the registration and control of pet dogs within their jurisdiction under the Himachal Pradesh Municipal Act, 1994. Registration of pet dogs above three months of age has been made mandatory, with a one-time registration fee of ₹200 and an annual license fee of ₹200, along with vaccination proof and photographs. Each family is permitted to keep a maximum of two dogs, and registered dogs shall wear a metal token issued by the registration authority.
• The bye-laws also prescribe responsibilities for dog owners, including vaccination, controlling dogs in public places, cleaning dog excreta, ensuring proper care, and preventing nuisance or injury to others.
• Guidelines are introduced for dog breeders and dog care centres, requiring registration, record-keeping, and payment of prescribed fees, with restrictions such as the prohibition of dog care centres in residential houses.
• Authorities are empowered to seize unregistered or stray dogs and inspect premises. At the same time, violations of the bye-laws may attract a fine up to ₹10,000 and an additional ₹100 per day for continuing offences.
