The Nagar Panchayat Bhunter, District Kullu HP on December 10, 2025, issued the Nagar Panchayat Bhunter (Registration and Control of Pet Dogs) Bye-laws, 2025.
The bye-laws mandate that every dog owner within Nagar Panchayat Bhunter must register their dog by paying a one-time registration fee of ₹500 and an annual license fee of ₹500. Registration can be done online through the Citizen Seva Portal or offline at the Panchayat office, and a license can be downloaded upon fee payment. Dogs must be vaccinated before registration, and the registration remains valid for 12 months.
The rules also define the responsibilities of dog owners, including ensuring proper breeding control, immunization, neutering, and overall care of the pet. Owners must carry disposable bags while taking dogs in public places and are required to clean up any excreta. Adequate shelter, food, and medical care for the dog must be ensured. Unregistered or unclaimed dogs found in public places may be removed and dealt with by authorities if not claimed within seven days.
Specific guidelines are provided for breeders and dog care centres. They must register with the Nagar Panchayat, maintain detailed records of breeding, vaccination, and buyers, and ensure that buyers are capable of caring for the animals. Breeders and care centres are required to pay ₹5000 as a one-time registration fee and ₹500 per dog annually as renewal charges.
Non-compliance with these bye-laws attracts penalties, including a fine of up to ₹1000 and an additional daily fine of ₹100 for continuing violations. The new bye-laws also repeal earlier rules from 1984, while safeguarding actions already taken under the previous regulations.
