Labour ComplianceThe Government of Andhra Pradesh on March 12, 2026, issued notification on Lifetime Registration for Shops and Establishments with 20+ Employees.

The notification issued by the Government of Andhra Pradesh allows all shops and commercial establishments employing 20 or more workers to obtain a Lifetime Registration Certificate under the Andhra Pradesh Shops and Establishments Act, 1988. This provision comes into effect from the date of publication of the notification and grants such establishments an exemption from the requirement of periodic renewal under Section 4 of the Act.

However, this exemption is subject to certain conditions. Establishments must submit a Combined Annual Return in Form-B as prescribed under the Andhra Pradesh (Issuance of Integrated Registration and Furnishing of Combined Returns Under Various Labour Laws by Certain Establishments) Act, 2015. This ensures continued regulatory compliance and reporting despite the lifetime registration benefit.

Additionally, employers are required to pay the prescribed registration fees at the time of new registration or renewal of existing registration, as per the applicable schedules under the Andhra Pradesh Shops and Establishments Rules, 1988. Fees for any subsequent changes or issuance of duplicate registration certificates must also be paid as notified from time to time.

Overall, the notification simplifies compliance by introducing lifetime registration while retaining essential reporting and fee requirements to ensure regulatory oversight.
