The Labour, Factories, Boilers and Insurance Medical Services Department, Govt. of Andhra Pradesh on February 23, 2026, issued the Draft Code on Social Security (Andhra Pradesh) Rules, 2026.
The following has been stated:
• The rules provide for the registration of establishments through an online labour portal, where employers shall submit applications electronically. If the application is complete, a registration certificate is issued immediately or within seven days, failing which the registration is deemed approved and automatically generated. Employers shall update any changes in establishment details within thirty days and ensure continuous compliance, as registration may expire if no activity is recorded for twenty-four months.
• The rules also allow cancellation of registration if it is obtained through false information, after allowing the employer to respond. Employers may also apply for cancellation when an establishment is closed after clearing all dues. Additionally, employers are required to display the registration certificate at the workplace and use the registration number in official compliance documents.
• Further, the rules provide for the constitution of the Andhra Pradesh Unorganised Workers Social Security Board to oversee welfare schemes for unorganised workers. The board consists of representatives of workers, employers, and the government, and its members generally hold office for a fixed tenure.
• The rules also lay down procedures for the administration of social security benefits such as gratuity, maternity benefits, and employee compensation, along with mechanisms for claims and dispute resolution. For effective implementation, the government may appoint Inspector-cum-Facilitators to ensure compliance with the provisions of the Code.
• The objections and suggestions, if any, should be addressed to the Commissioner of Labour, Andhra Pradesh, Vijayawada, through the dedicated web portal of the Labour Department and also email address: [email protected] or may be submitted in the Office of the Commissioner of Labour, Andhra Pradesh, Papaiah Street, Seetharampuram, VIJAYAWADA-520010, by April 09, 2026.
