The Ministry of New and Renewable Energy (MNRE) on March 18, 2026 announced the extension of the Approved List of Models and Manufacturers (ALMM) framework by introducing ALMM List-III for solar ingots and wafers, effective from June 1, 2028. The move extends mandatory domestic sourcing requirements beyond modules and cells to upstream components, with grandfathering provisions to safeguard ongoing projects.
The policy mandates that all future solar projects use ALMM-listed wafers, subject to conditions such as minimum domestic manufacturing capacity and mandatory integration with ingot production. It also ensures that solar modules under ALMM List-I will only qualify if manufactured using ALMM-listed cells and wafers, thereby strengthening quality control and supply chain integrity without affecting existing Domestic Content Requirement provisions.
This initiative aims to boost domestic manufacturing, reduce import dependence, enhance supply chain resilience, and generate employment in the solar sector. It aligns with India’s goal of achieving 500 GW of non-fossil fuel capacity by 2030 and advancing self-reliance in solar manufacturing.
