The Directorate General of Trade Remedies (DGTR), on March 17, 2026, initiated an anti-dumping investigation concerning imports of Ethyl Chloroformate (ECF) originating in or exported from China PR, based on an application filed by M/s Paushak Limited alleging material injury to the domestic industry.
The product under consideration is Ethyl Chloroformate (ECF) in any concentration, a hazardous organic chemical used as an intermediate in pharmaceutical and agrochemical industries. The Authority has prima facie found evidence of dumping, noting that imports from China PR have increased significantly, leading to price suppression and adverse impact on profitability of the domestic industry. The applicant, being the sole domestic producer, has been recognized as the domestic industry, and the goods produced domestically have been considered as a “like article” to the imported product.
The investigation covers the period from 1 October 2024 to 30 September 2025, with injury analysis spanning earlier years as well. Based on preliminary findings of dumping margin above de-minimis levels and a causal link between dumped imports and injury, the Authority has initiated the investigation to determine the extent of dumping and recommend appropriate anti-dumping duty, if required.
