The Government of Madhya Pradesh on March 16, 2026, issued notification regarding the arrangements for execution of licenses for retail shops selling cannabis, bhangghota and cannabis sweets for the year 2026-27.
The notice outlines the process for execution of licenses for retail shops selling Bhang, Bhangghota, and Bhang sweets across 43 districts of Madhya Pradesh for the year 2026–27 (April 1, 2026 to March 31, 2027).
Licenses will primarily be granted through renewal, and where renewal is not applicable, through a tender process as per the schedule provided. Detailed information such as reserve price, earnest money, and past consumption data can be obtained from the respective district excise offices. If tenders are not completed on scheduled dates, the Collector may reschedule the process.
Key conditions include:
• No new retail shops will be opened for 2026–27.
• No existing shops from 2025–26 will be closed.
• The reserve price for each shop will be fixed by increasing the 2025–26 annual license fee by 10%, with special calculation rules for shops executed multiple times during that year.
Overall, the framework ensures continuity of existing shops with a structured renewal/tender mechanism and standardized pricing guidelines.
