Industry Specific ComplianceThe Government of Punjab, on March 18, 2026, notified the Punjab State Electricity Regulatory Commission (Electricity Supply Code, Standards of Performance and Related Matters) (1st Amendment) Regulations, 2026, to amend the Punjab State Electricity Regulatory Commission (Electricity Supply Code, Standards of Performance and Related Matters) Regulations, 2024.

The following has been stated: -

•The Punjab State Electricity Regulatory Commission (1st Amendment) Regulations, 2026 apply to all licensees and consumers.

•Excess demand beyond 10% of sanctioned load (with tariff change) will attract a surcharge and a warning for the first/default cycle; repeated defaults may be treated as Unauthorized Use of Electricity (UUE) with possible disconnection.

•Revised Regulation 16 provides a framework for electricity connections in “abandoned colonies,” including action against defaulting promoters under PAPRA and the roles of authorities.

•Distribution licensees may release connections to residents in such colonies under specified conditions, with recovery of service and development charges.

•Amendment clarifies that responsibility for providing service cable (where absent) lies with the promoter instead of the distribution licensee.

These Regulations shall come into force on March 18, 2026.
