The Baddi Barotiwala Nalagarh Development Authority (BBNDA), through a corrigendum, has revised the monthly user charges for door-to-door solid waste collection applicable across its jurisdiction in Himachal Pradesh.
The revised structure introduces category-wise charges for households, commercial establishments, institutions, and industrial units. Key highlights include ₹50/month for households, ₹800/month for commercial complexes (e.g., dhabas, sweet shops), ₹1500/month for restaurants, and ₹2000/month or higher for hotels, hospitals, and large establishments. Industrial units are charged based on area, ranging from ₹1500/month (up to 1000 sq. m.) to ₹25,000/month (above 50,000 sq. m.). Additional provisions apply for services like dumper trips and special waste handling.
The charges are based on the polluter pays principle, with BBNDA retaining the authority to revise rates periodically. Payments are to be made directly to authorized door-to-door waste collectors, who are required to collect both dry and wet waste daily (except Sundays). The rates apply only where services are provided by certified collectors, and proportionate deductions are allowed in case of non-collection.
