The Ministry of Petroleum and Natural Gas, on March 18, 2026, issued the Petroleum and Natural Gas (Furnishing of Information) Order, 2026.
It provides and designates the Petroleum Planning and Analysis Cell (PPAC) under the Ministry of Petroleum and Natural Gas as the nodal agency responsible for the collection, compilation, maintenance, and analysis of data furnished under this and related orders. It mandates that every entity involved at any stage of the petroleum and natural gas supply chain—including crude oil producers and importers, refineries, oil marketing companies, storage and terminal operators, natural gas producers, LNG importers and terminal operators, pipeline operators, gas marketers, city gas distribution entities, petrochemical plants, and any public or private sector participant—must furnish detailed information to PPAC. This information must cover production, imports, exports, stocks, storage, allocation, transportation, supply, consumption, and utilisation, and may be provided in aggregated or disaggregated form based on geography, time, or consumer categories, as specified.
The Order further states that such information must be submitted in the form, manner, electronic platform, and periodicity prescribed by the Central Government or PPAC, which may include daily, weekly, monthly, or other returns. It explicitly provides that the obligation to furnish information overrides any contractual, commercial, or confidentiality restrictions, and entities cannot refuse disclosure on grounds of commercial sensitivity or proprietary concerns. Finally, the Order clarifies that its provisions are in addition to, and not in derogation of, other existing orders governing the sector.
