The Directorate General of Trade Remedies (DGTR) on March 18, 2026, issued notification on Initiation of sunset review investigation of anti-dumping duties imposed on imports of “Calcined Gypsum Powder” Originating in or exported from Iran, Oman, Saudi Arabia and UAE.
The Designated Authority has initiated a sunset review investigation based on an application filed by M/s Saint Gobain India Pvt Ltd to examine whether the existing anti-dumping duty on imports of Calcined Gypsum Powder (Plaster of Paris) from Iran, Oman, Saudi Arabia, and the UAE should continue beyond its expiry on December 16, 2026. These duties were originally imposed in December 2021 after an investigation found that dumped imports were causing injury to the domestic industry. As per the provisions of the Customs Tariff Act, such duties lapse after five years unless a review establishes the likelihood of continued dumping and injury.
The product under consideration is Calcined Gypsum Powder, commonly used in construction for plastering, surface finishing, and decorative applications. The applicant, Saint Gobain India Pvt Ltd, accounts for around 55% of domestic production and has been recognized as the domestic industry. It has been claimed that the imported product and the domestically produced product are technically and commercially substitutable, thereby qualifying as “like articles.”
The applicant has alleged that dumping from the subject countries continues, supported by prima facie evidence of positive dumping margins, price undercutting, and price suppression. The domestic industry has reportedly suffered declines in profits, cash flow, and return on capital employed. It has also been argued that removal of the existing duty may lead to continued or recurring injury due to surplus capacities and pricing pressure from imports.
The period of investigation is from October 1, 2024 to September 30, 2025, while the injury analysis covers April 2022 to March 2025 along with the investigation period. Interested parties are required to register on the SETU portal and submit relevant information within prescribed timelines, including both confidential and non-confidential versions. The Authority will follow due procedures under the rules, and non-cooperation or incomplete submissions may result in decisions based on available facts. The purpose of this review is to determine whether the continuation of anti-dumping duties is necessary to protect the domestic industry from ongoing or future injury.
