The Department of Urban Development, Government of Himachal Pradesh (HPUD) on March 13, 2026, notified amendments to the Himachal Pradesh Street Vendors (Protection of Livelihood and Regulation of Street Vending) Scheme, 2016, to strengthen regulation, compliance, and fee structure for street vendors.
The amendments revise key provisions, including reducing the survey and renewal cycle from five years to three years, introducing mandatory police verification and PAN submission for vendors, and giving preference to bonafide Himachali residents for issuance of vending certificates. It also introduces stricter compliance norms, including cancellation of vending certificates in cases of serious violations such as food contamination.
Further, the notification rationalizes vending fees based on vendor category and urban local body (Nagar Panchayat, Municipal Council, Municipal Corporation), prescribes structured fee rates for stationary, mobile, and other vendors, and introduces zoning restrictions (e.g., no vending within 5 meters of sensitive areas). It also mandates numbering of vending zones for better identification and regulation.
