The Government of Himachal Pradesh on November 27, 2025, issued the Door-to-Door Garbage Collection and Disposal bye - laws 2018 of Municipal council Jawali for municipal solid waste management & disposal.
The Municipal Council is required to establish an integrated Solid Waste Management (SWM) system aimed at minimizing waste disposal and maximizing resource recovery. The approach prioritizes waste prevention through reduction and reuse at source, followed by recycling of materials, composting of organic waste, and recovery of energy from non-recyclable waste using technologies such as biomethanation and incineration. Residual waste should be scientifically disposed of in sanitary landfills as per the Solid Waste Management Rules, 2016. The system must be environmentally sustainable, focusing on reducing greenhouse gas emissions through recycling, waste-to-energy initiatives, and landfill gas utilization.
Citizens and waste generators play a key role and are responsible for segregating waste into biodegradable, non-biodegradable, and domestic hazardous categories using color-coded bins. Segregated waste must be handed over to authorized collectors through a daily door-to-door collection system, for which a user fee is applicable. Bulk waste generators, such as large institutions, are required to process biodegradable waste within their premises and ensure proper disposal of other waste streams. Special provisions exist for event organizers, street vendors, and handling of specific waste types like sanitary, construction, and hazardous waste. Littering, burning, or improper disposal of waste is strictly prohibited and subject to penalties, while awareness campaigns are encouraged to promote responsible waste management practices.
The Municipal Council is responsible for ensuring efficient primary collection and transportation of waste from all areas, including households, slums, and commercial establishments, using suitable collection vehicles. It must also integrate informal waste pickers into the system by recognizing them, forming self-help groups, and providing identity cards. Separate collection systems are to be maintained for street sweeping waste and horticulture waste. Fixed timings for waste collection must be followed, typically in the early morning for residential areas and during the day for commercial areas. Additionally, ward-level offices should be established to support waste management operations and address public grievances effectively.
These bye – laws shall come into force from the date of their adoption by the Municipal council and already being implemented in the municipal area. This shall apply to Municipal council Jawali municipal area.
