Industry Specific ComplianceThe Reserve Bank of India (RBI) on March 25, 2026, issued FAQs on Foreign Liabilities and Assets Information Reporting (FLAIR) – Online Web-Based Reporting System.

The following has been stated:

• The FAQs on the FLAIR (Foreign Liabilities and Assets Information Reporting) system clarify that entities like companies, LLPs, and others with foreign assets/liabilities must file annual FLA returns if they have received or made FDI.

• The return is submitted through the FLAIR web portal, where entities shall first register by providing entity and authorized person details along with verification and authority letters.

• Registration is required for first-time filers or when there are changes in entity details, authorized person, or identification numbers like CIN/LLPIN.

• The FAQs also explain technical aspects of filing, such as automatic calculation of paid-up capital, reporting in INR lakh, and classification of FDI, DI, and portfolio investments.

• Detailed guidance is provided for reporting foreign investments, debt instruments, disinvestments, and treatment of items like share application money and preference shares.

• It further clarifies procedures for modifying details, resolving errors, and ensuring consistency between different sections of the return.

• Finally, the system generates downloadable forms and acknowledgements upon submission, and entities can access past filings through the portal.
